This Javascript Workaround seems to work correctly
The searchstring is shown with correct umlauts at jurion.
It shows the same amount of HITS as if searched directly at jurion.
But the Results are not shown:
Actual Page has:
<meta content="text/html; charset=UTF-8" http-equiv="Content-Type" />
<form action="http://staging.jurion.wkfra.de/" method="get" id="form_search" enctype="application/x-www-form-urlencoded" accept-charset="ISO-8859-1">
And was saved as UTF-8.
